If you're using xkb, edit the symbols file so that one of the keys (maybe MENU if you've got it, or possibly one of the Meta or function keys) is "Multi_key". If you're using xmodmap... uh, I'm not sure. Check the man page. Also, you can edit your keymap for the console to reflect this -- they're in /usr/lib/kbd somewhere. I use an edited us.map.
