3.11 is the kernel for 13.1 unless something goes horribly wrong.

That was true of 2.3 back in the last century and 2.5 about 10 years ago. As of 3.0 in particular Linus has said version numbers mean nothing. They have a release every 2 or 3 months and all of them are supposed to be good. Once in a while one is designated as a long term support kernel and releases like SUSE tend to sync into them.
