No, it does not stop the plugin at all. It justs add a list to the existing plugin.
You are correct, sorry. It is /etc/mail/spamassassin/init.pre. Comment out URIDNSBL - look up URLs found in the message against several DNS # blocklists. # loadplugin Mail::SpamAssassin::Plugin::URIDNSBL to stop the blacklists check.
