I think this is usually a function of the desktop or window manager. I run 42.1/LXDE/openbox and if I right-click on a desktop icon I have a checkbox option to "stick to current position" which does exactly what it says.

On kde4 and kde5 in pclos, if you right click on the desktop, you will get a list of options, which includes "Lock Icons" and "Lock Widgets" so if you have icons and not widgets, you can just apply the first. It is not 100% foolproof--I have seen it over-ridden at least once (in quite a few years) but it's pretty close. --doug
I don't see that. Even then, why should it be necessary to do that for each icon? There is an option to lock icons, but then you can't move 'em when you want, without first unlocking them. Icons staying put has been standard for years, why not now?
I had/have the same problem with 42.1/KDE. After each reboot some of the icons are moved to another place. It's really very annoying, just like the missing possibility to put icons where I want them and not in the grid the developer found better than my own organization...
The icons only (mostly!...) stay where I've put them if I use the desktops context menu to lock icons. It is kind of uncomfortable, as I have to unlock them in case I want to move one, and then don't forget to lock them again of I get the mess again after the next boot.
Haven't found another resolution, though.
