How exactly are you invoking perl?
I'm trying to run cpan by using perl -MCPAN -e shell and it try's to find it in /usr/local/lib/perl5/ instead of /usr/lib/perl5/
It sounds like you have a broken cpan installation but I'm not sure. You can trying moving ~/.cpan and usr/lib/perl5/<ver>/CPAN/Config.pm somewhere safe and going through the configuration again. -- -ckm
