YaST - What is this "installation source not refreshed"?

Whenever I add a local directory as an installation source, YaST automatically sets its "Refresh" tag to on, and everytime I go to software management after that I get "Installation source not refreshed". What is this Refresh tag and what does it do, and why do I keep getting this error "Installation source not refreshed" when the Refresh tag is on?
