No, I have never seen this type of behavior on either openSUSE 11 (initial install & later on on upgrade to KDE 4.2.2)
And as I said.. this is "normal" _now_ not with previous releases. I never saw it before either, but you've updated to 4.3.1.. right? Things have changed from 4.2 to 4.3. One of the changes includes the check on executables with the Continue button. This was discussed briefly on the list a while back as well. It shows up on the first time the app is clicked from a Desktop icon. Just to be clear, I am referring only to case 3 in the various cases/screencaps you provided in your original email - not the isse with things opening in Gwenview etc.

Do you have Dolphin installed? I've seen this also discussed here on the mailing list, and the problem with that case was that the person had not installed Dolphin (or it was removed for some reason from their setup). After reinstalling Dolphin, things returned to normal. I don't know if this is your issue.. just stating what was previously discussed.
