The laptop is running KDE on Linux 12.3, the windows are now slightly bigger than the available screen, maybe 10% - they pan along with the movement of the mouse, up/down, left/right.
Try pressing together left Alt+Super+8 (number eight). In GNOME 3 this is a combination used for magnifying the screen. If it does not help try to find what combination is used for the same purpose in KDE, since the behaviour you describe fits the picture perfectly, i.e. you cat magnified the screen.
