If you completely disable the flash plugin or uninstall it, the browser no longer sends this header - and, surprise, you get HTML5 videos or, in case of radar.weather.gov page, a page built with animated gifs.
Therefore: uninstall flash, and the websites will still work - or even work better ;-) There might be a few rare exceptions, but IIRC I didn't see any in the last 3 years or so.

Well, I did verify this, because I can disable it easily. I restarted Firefox several times to see for myself, and It is partly true, partly false: in the case of the weather link, the offering is not the same, you can not get a city radar. I posted photos valid a week on another email. So yes, it is true the _this_ site works without flash, but it is not true that you get the same image. If it were, they would remove flash themselves.
