The latter must be key to the problem - if the ATI Control Center cannot "speak" to the driver, something's wrong with it. The ATI CC - that's the 'amdcccle' executable. I didn't get a menu-entry for it, but starting it from the command line works fine. do a "ps axl | grep -i firegl" - that should show you a kernel thread belonging to the fglrx driver.
