Apache, Tomcat, php, and Java are available in all Linux distributions... and on MacOSX, and Windows. It may not be installed by default in whatever Linux distro you're using, but adding them via the distro repositories is a simple process. I don't think there is a current Linux distro on the planet that doesn't have these available in one form or another. Support for programming? What exactly do you imagine this to mean? There are loads of forums for php and webapp development... you can use those regardless of OS you are working on.
