Otherwise I found
/usr/lib/texmf/doc/texlive/index.html
which should be exactly for what I'm looking for, but unfortunately the main source, the "Available package documentation (some 1200 entries)" is a broken link to
/usr/share/texmf/doc/ is where latex documentation normally lives. Having said that I never use the html versions I tend to read the pdf files.
