Ah! Yes, there is a command to re-enable a printer. Also on the web page.
cupsdisable, cupsenable - stop/start printers and classes
I have not used it in a long time. When a printer has problems, CUPS can automatically disable it till you say it is solved.
I found this about the same time as you posted it - and yes, "cupsenable <printer>" did the trick. The printer is working again.
