The point where the train fell off the track was using buildservice to patch and build but trying to use osc referencing the buildservice project to submit when I don't have a local copy.
When you branch in buildservice you don't have an option to branch maintenance.
So I guess I will have to branch with -M and build locally in order to submit. It looks like trying to build on buildservice but submit with osc referencing the buildservice project has no way of capturing the branch -M information.
