Essentially yes, although download.o.o does not support rsync, you'll have to use rsync.o.o instead. Not sure if I still keep 15.0 on the server, it really ought to be gone.

to get "the latest", you need the update/ directory too. I don't know if you can then burn that to a DVD, but copying to a USB stick ought to work.
Neither of those URLs have an "update" directory. I assume all the "updates" have been moved into the oss and non-oss dirs?
update/ is a top-level directory, just as distribution/.
