perhaps I'm allergic to upgrades, but #2 and #1 are related as far as I can see. I don't use systemsettings to set the wallpaper, I right click on the desktop that I use, perhaps the correct desktop is critical, and select "Default Desktop Settings". In fact I can't see any way to set the desktop wallpaper with systemsettings. But then right clicking on the desktop works for me. What desktop are you using?
