In my view, you won't do any permanent damage by unplugging them (but anything is possible) but these devices will usually not work again until you reboot. Therefore, you might as well turn off the computer.
ps/2 might trash wildly and even break. But thats uncommon. If you have modules loaded for p2/2 you might get them back online after reloading the module. No guarantie though. Now USB keyboard/mouse is a completetly different ballgame. :) Those are MADE to be abble to be unplugged under power , and the USB "protocol" is very nice i that sense.
