Clicking on it with Mouse Button 2 (sorry, I am left-handed) does nothing. I would cheerfully give up this particular widget it is responsible for this behavior.
Why has this happened, and how can I regain use of the remainder of the panel?
Stan, I don't have a solution for you, other than to point out that there have been quite a few bug fixes since KDE 4.4. Perhaps you might want to consider updating to a newer version. For what it is worth, I tried what you described and I was able to add a panel to the top of the screen and fill it up with widgets without a problem. This was in 11.3 but KDE 4.5.5.
