That is certainly true - as you say, "as soon as possible". Hence, until it is possible to migrate, it makes a lot of sense to remain. Even for new installations.
It is possible. We've tested it. It works. We wouldn't have shipped it otherwise. If there are caveats, the mitigations for those caveats include workarounds and bug reports. Keeping with openSUSE 13.2 when it is unmaintained and vulnerable is senseless. We will not be testing migrations from openSUSE 13.2 to Leap 42.3 If it works, great, but people shouldn't expect it to.
