Anyhow, I'm wondering if there is a way to get a home connection to the internet with a fixed IP and 24x7 DSL with decent duplex through. I'll run my own mail and news servers rather than suffereing my ISPs idea of service.

Well, most ISP's have a dedicated DSL plan that gives you a static IP or IP's. From that you can run all the toys you want. Though News is a pain in the rump. Mail is easy though, especially if you only have a single domain. I used to do that off of a dedicated ISDN line, but I moved to cable, and mail servers be verboten. So I run my email and web off a colo.
