This directory is marked as ghost in current aaa_base, which means it is not created during package installation. You updated from older Tumbeweed and kept it.
See also: man systemd-sysv-generator It's a part of systemd, which for every file in /etc/init.d/ automatically creates a systemd unit.
sysvinit script needs to be enabled to start automatically and all tools to manage them have been removed from Tumbleweed. It may work if you manually create necessary links.
