Haven't checked but it looks like libgd3 has been split off into a separate package inline with the openSUSE packaging policy. rpmwp is an alias for rpm -q --whatprovides. rpmwp /usr/lib64/libgd.so.3 gd-2.1.0-24.1.x86_64
