Yes, of course only those that ran an update during the time it had been on the update server have the newer version.
Maybe those who did haven't noticed anything wrong, yet.
I had followed that only losely (I had that version on my computer for a while, too, and did not notice issues), but I think there were problems with various (older?) CPUs after that update. A first guess could be that if you don't notice a problem, it's not an issue for you. If you are concerned, the first thing to check is looking at 'journalctl -b' and look for an 'early microcode update' in the first few lines.
