It's not that link local addresses are not allowed to be routed or on the Internet, it's they can't be routed, because there is nothing in them to indicate what network they belong on. Even Unique Local addresses can be routed, but are not allowed on the Internet, just like the RFC1918 addresses. Also, you can pick any point on the Internet and you will see link local addresses, as IPv6 requires them to work. In fact, routing is often done through link local addresses.
