It wouldn't work because 127.0.0.1 is a system thing. 192.168.1.2 is a hardware thing (network hardware). cups is a software driver to access the hardware, so you have to commicate with the software and let it communicate with the hardware. Thanks for that it worked EXACTLY like you said leaving me only one question ... why wouldn't it work when I used the machines IP or name (192.168.1.2:631 or giles-lx:631) but DID work using 127.0.0.1 (the former both come up with "Forbidden ... you don't have permission to access the resource on this server).
