In your first email you reported that rpcbind runs.
If that happens again, try to restart rpcbind.socket, too. Maybe you need to stop rpcbind.socket, restart rpcbind.service, and start rpcbind.socket.
I had this problem, too. My interim solution has been to stop and disable rpcbind.socket. In my setup, stuff works without systemd-socket-activated rpcbind, the daemon alone is sufficient.
