Second your modem has a SIP feature. Lots of SIP implementations over-react to unsolicited inbound packets. In general, if you intend to have a service (web server) behind this type of firewall you should disable sip.

Very odd. The Website says it includes sip. State-full Packet Inspection. They generally use the term incorrectly, to refer to their software's design to close ports that it thinks are being attacked because they receive packets from the outside NOT in response to a request from the inside. Several manufacturers have had problems with this. Netgear just says to turn it off.
