It's been that way a long time. If you don't like it, complain upstream where it could possibly do any good. If you want only one page as a home page, you need to either edit down the current multi-tab selection, open a new window before opening preferences, or close all but one tab first, so that you can click on "Use Current Page" instead of "Use Current Pages".
I've not had to change my home page for a long time, so I don't know how old is that setting. And I find it absurd.
