That looks like a screw-up in server maintenance. It is in fact gone from
the normal update server, but not yet on the discontinued server, e.g.
http://ftp5.gwdg.de/pub/opensuse/discontinued/update/ shows me no 13.1.
http://ftp5.gwdg.de/pub/opensuse/update/13.1/ exists.
The suse folks may be shuffling servers around, but there should be no
reason that 13.1 updates are not available somewhere.
I'm pretty sure I saw very recently a mailing list announcement that 13.1 would soon be dropped from http://download.opensuse.org/update/ -- "The wise are known for their understanding, and pleasant words are persuasive." Proverbs 16:21 (New Living Translation)
