Configure Desktop, (Look and Feel) Desktop, first check box under Desktop Effects, General tab.
KDE4 has shown zero benefit over KDE3 so far. That may change, and hopefully will.
There is one big one- KDE4 is being actively developed. KDE3 is no longer. Even though the changes are seemingly more significant, this has been the main reason to change since KDE 1.
