You can easily create one yourself. Just download the 64-bit version for Ubuntu 10.04, and use the "alien" utility to convert the DEB package into an RPM, e.g.
sudo alien -r skype-ubuntu_4.0.0.7-1_amd64.deb
P.S.: You get get the alien utility from OBS (e.g. http://download.opensuse.org/repositories/system:/packagemanager/openSUSE_12...).
