No, it is not. All the hard disk manufacturers had their main factories in the same country and they were flooded. Prices doubled and have not come down since.
Depends on your point of view. A few years ago when drives weren't so big, I thought $100 for a 20g hard drive was a great price. Now I can get 2Tb for about $120. The prices are coming back down.
