Here is how to do it;
1. $ mv /home/bill/ipvanish/ipvanish-DE-Frankfurt-fra-c09.ovpn /home/bill/ipvanish/client.conf
2. $ sudo mkdir /etc/openvpn
3. $ sudo mv /home/bill/ipvanish/client.conf /etc/openvpn
4. $ sudo systemctl enable openvpn@client.service
5. $ sudo systemctl start openvpn@client.service
If you change anything in the client.conf, just run;
$ sudo systemctl restart openvpn@client.service
