it's probably more complicated, in root kde in in english (default) but yast in french :-(
the final solution is:
login as user normally, open an xterm
xhost su # LANG=us_US.utf8 # yast2

I do something like that, but without the "xhost" part. Simply use "su -" instead of "su", because you are inheriting the user's environment, instead of using root's environment. My guess is that then you would get yast in English (default). If not, then simply add the "LANG" thing:
su - # yast2
