The fix that I use is to either reboot the CUPS print server or using YAST remove the printer then reinstall it. Is there an easier way to restart/reset the print queue?
In KDE I go to kinfocenter ->peripherals->printers and the printer queues are all shown there. If a queue is stopped due to some printer problem, I restart it with a mouse click.
