A well-made source tarball will install its files to /usr/local/. If it's going somewhere else, contact the maintainer and notify him/her that they're violating your disk ;).
I hope not. /usr/local is an absolute path. A good tarball will unpack into your current directory. Anyway, my preference is to put this stuff in /opt. Why? Because I have a separate /opt partition (lots of stuff from SuSE installs there). It is though just a matter of personal preference.
