At least this explains why resolv.conf is being changed. It sounds like there are two sequences of events with 30 seconds interval. Well, we need to see the information netconfig had at this point. In the directory /run/netconfig there should be subdirectory for each interface; each subdirectory will have multiple files, one for each "service" that modified interface configuration. These should be preserved as well. Actually I would simply save the whole /run/netconfig (which also captures generated resolv.conf).
