That must be how your FF is set up. On my system it does download it.
I have no idea what I would have done to change that. Maybe you have disabled scripts.
I expect it's more to do with FF preferences. Specifically it asks you whether you want to execute a command or save it in a file, and it asks you whether you want to always apply that answer, and it saves the answers to those questions as preferences, for each file type. So I expect you've chosen automatic execution at some time.
