It is approximately 5.7-6 kB/sec when I transfer my own files between two computers linked with an ISDN link (max 8 kB/sec). Using ftp programs in Windows over the same link consistently gives me figures around 7.7 kB/sec. So, I tend to agree that there is more overhead in Linux than in Windows. But again, I am no expert.
The tools we used in class were: a clock. We timed the transfer from Linux -> Windows, and Windows -> Windows. Linux -> Windows took 28 seconds. Windows -> Windows took 45 seconds for the same 25MB file, which yields 936 KB/sec for Linux, and 583 KB/sec for Windows.
