Go Yast Control Centre/Hardware/Gaphics Card and Monitor/Display 1->Monitor->Change/Display Size and check that the size of the monitor *is* 21 inch. Mine is a 19" but this setting was at 17" which gave me a similar result to what you are getting on the 21".
Also, are you sure that your monitor was correctly detected? Are the frequencies correct? If not, select VESA as the monitor and then the resolution you want with the appropriate HZ refresh rate (eg, 60Hz or 72 or 75 etc.) and leave the frequencies at the default settings for what you have just chosen.

Yes, it is being detected and set at 21 inches. I also tried VESA as the monitor type. I did not fix the problem.
OK, if the monitor is detected as being the correct model and the frequencies match the monitor's specs and the refresh rate is the right one for the resolution you have selected (which is what, BTW? then the only thing left to do is to use the monitor's OSD controls and resize the screen.
