Without a Linux distro I don't know if you can create swapspace, but any partitioner can create a partition for the purpose, then any live Linux media will include a mkswap command, besides everything necessary to do the whole job. For HDs that don't already have Linux installed, I boot a Knoppix CD to do such prep work. If there's no freespace, use Parted, Gparted, Kparted, Parted Magic or any of a number of tools to shrink the partition(s) used by Windows, including the tool built into Vista and newer Windows versions.
