11.4 is still maintained via the evergreen project.
(I never upgrade to .0 or .1 releases since there almost always seem to be bugs still being worked out in those releases).
That is moot. In openSUSE there are no major/minor versions. It was decided that the numbers will follow this sequence: 12.1, 12.2, 12.3, 13.1, etc, with absolutely no significance on the numbers.
