Ogg encoder is already loaded on your system:
konqueror / f9 / services (the star at the bottom) / ( load the cd!) audio cd browser. It's drag & drop from there.
Limited ogg parameters are setup from: kde control panel / sound / audio cd io-slave / Ogg Vorbis settings
I've had good luck with it, although every once in a while there will be a track it just won't encode.
