I'm not sure of the exact commands, but it seems like you want to make things more complicated than pulseaudio allows, in my extremely limited experience.
I spent a few hours looking that the PulseAudio modules listed on their wiki. I couldn't find support for the type of routing needed to get the effect you desire.
