Yes, this time it has been recreated. There is a new timestamp.

Something has changed. Three of the standard folders are in both languages. Could I delete simply these folders?
As long as they are empty, I think so.
How can I change this?
Looking at the source code of xdg-user-dirs-update, it queries the LC_MESSAGES category and removes everything including and after the dot. So, what does the "locale" command tell you?
Here you are:
[...] LC_MESSAGES="ca_ES.UTF-8" [...]
