i had this problem a couple of years ago and had to nuke my ~/.kde directory to get it working again.
ps: I've updated kdebase and kdelibs yesterday and before that this problem did not show up. But if this problem is related to the new kde packages, I don't understand why only one user is affected.
It's not a new problem.
