Have you installed shim-15.4-7.2.x86_64.rpm?
This includes the shim-install command.
Try,
# shim-install
In my laptop (TOSHIBA Dynabook), it returns the message 'No Valid EFI
partition'.
On this, I can turn csm off, but I cannot disable secure boot.
So I fully understand Carlos' advice not to bother. (^^)
