Edit /etc/adjtime and put local there. And before somebody asks, it was reported in time on bugzilla.
My brandnew 12.2 system doesn't have /etc/adjtime, but it looks it is created when you do "hwclock --systohc". Init-script boot.clock normally would do that, but afaict it isn't part of the init-sequence.
