You can use xev and confirm the keyboard FN keys are mapped and functioning. Then it is a matter of seeing how xfce is then handling each of the FN key keypresses.
Not sure why but 'no' settings were in 'xfce settings-->keyboard-->application shortcuts' I selected 'reset all' and several magically appeared.
