clearly hotmail.com can be found, but not by postfix
Is the postfix server also the gateway for your internet connection or is the connection provided by another server/router? Sometimes it happens that postfix needs to refresh its configuration when your internet connection has changed. Especially if your /etc/resolv.conf is changed by dhcp. What is the content of /var/lib/postfix/etc/resolv.conf, if it exists? If you stop and start postfix, what messages appear in the logs?
What and where and how do i need to modify to enable postfix to find hotmail?
Do you have problems with any outside host or only with hotmail.com?
If at all possible i do not want the smtp server from my ISP as a smart host. I have read somewhere that postfix is able to send a message directly to the smtp server of the recipient.
That is the default setting. Please be aware that some servers, especially those of big ISPs, will refuse to accept mail directly from your server if you are behind a dialup connection without a static ip.
DNS appears to work properly but postfix does not seem to use it. I do not run postfix ch rooted. Is that a recuirement?
No, but I suspect that you DO run postfix chrooted, so please post master.cf to clear up that point.

No, postfix definitely needs host resolution.
